The Truth is an elderly hippie who resides in Flint County's outlying areas. While he is banished to the Badlands, he becomes friends with Carl. After the police discover that the farm is a cannabis farm, CJ assists The Truth in destroying its crops.

Later, The Truth will want Carl's assistance to get a jetpack from Area 69 in Las Venturas.

Kendl Johnson Carl, Sweet, and Brian Johnson's sister. She is also Cesar's girlfriend. Cesar and CJ form a partnership as a result of her relationship with Cesar.

Kendl becomes heavily interested in the businesses that Carl owns as he travels throughout San Andreas.

Cesar is the boss of the gang Varrios Los Aztecas, which has its headquarters in El Corona, and the partner of CJ’s sister Kendl.

Throughout the game, Cesar and CJ grow to be extremely close friends. CJ and he first meet during a lowrider tournament, where they develop a close bond. When they are banished to San Fierro, Cesar assists CJ in taking revenge on those who have wronged them.

Jimmy Hernandez a member of the Los Santos Police Department and is the newest recruit to the dishonest C.R.A.S.H.

Tenpenny and Pulaski force him to murder Officer Ralph Pendelbury in order to demonstrate his commitment. Carl is falsely accused of Pendelbury's murder by C.R.A.S.H unless he works against the law for them.

Eddie Pulaski is a member of the corrupt C.R.A.S.H. alongside Frank Tenpenny and works for the Los Santos Police Department.

Pulaski, along with Tenpenny and Jimmy Hernandez, is a constant annoyance to CJ, giving him questionable assignments.

Tenpenny is a Los Santos Police Department (LSPD) officer and a member of a corrupt organization called C.R.A.S.H.

Tenpenny took advantage of his influence over CJ by bribing him into working for him in exchange for avoiding being detained for a crime he did not commit. Tenpenny assigns CJ jobs throughout the game, such as eliminating FBI witnesses to C.R.A.S.H crimes, getting an FBI dossier, and ruining evidence.

Ryder holds a prominent position within the Grove Street Families. Throughout the game's events, he and CJ engage in a number of robberies, mostly in search of weaponry.

Later, Ryder betrays Grove Street in favor of the criminal Ballas, corrupt C.R.A.S.H., and Los Santos Vagos.

Big Smoke appears as a prominent character in GTA San Andreas.  Big Smoke is a notable and valued member of the Grove Street Families who ultimately betrays them.

After joining the Ballas, dissolving the Grove Street Families, and striking deals with the Russian Mafia and Los Santos Vagos, he rises to prominence in the city's criminal underground.

Sweet, Carl's older brother, serves as the head of the Grove Street Families.

CJ was forced to return home when the Ballas' planned drive-by shooting failed to murder Sweet as planned and instead killed their mother Beverly. 

Sweet's control over the gang has begun to wane without Carl as a result of other gangs producing and trafficking drugs. Both brothers aim to bring back their lost power.

The main character and playable figure in Grand Theft Auto: San Andreas is Carl Johnson (CJ).

CJ is the second-in-command of the Los Santos-based street gang Grove Street Families. After his mother is assassinated in a drive-by shooting, CJ returns. When he gets back home, C.R.A.S.H. members catch him.

Together with his brother Sweet, they make a commitment to provide Grove Street Families with their lost power back. As a result, CJ travels across San Andreas while attempting to cause as little damage as possible.
